Elco Yards is an 8.3-acre mixed-use development in Redwood City, California, comprising approximately 530,000-sf of Class A office space, more than 500 anticipated future residential units, retail amenities, and a childcare facility. Located in the South Main district adjacent to the Redwood City Caltrain station, the development targets LEED Gold certification.

Designed to support a walkable, transit-oriented neighborhood, the commercial office component includes three four-story office buildings and The Shed, a two-story mixed-use transitional building with an elevated exterior deck intended for ground-floor retail and up to three levels of subterranean parking, depending on the building.

RDH provided building enclosure commissioning (BECx) services for the commercial office buildings, supporting the project from design through construction and occupancy. Working alongside Red Car Analytics, IQHQ, and WRNS Studio, RDH developed the Owner’s Project Requirements (OPR) and Building Enclosure Commissioning Plan. The OPR established the owner’s performance goals for the building enclosure, including durability, water penetration resistance, airtightness, thermal performance, and serviceability. RDH also provided building enclosure design peer review services for The Shed, a two-story mixed-use transitional building with an elevated exterior deck.

During construction, RDH supported enclosure quality assurance through submittal reviews, site observations, and performance testing of enclosure systems. Our scope included review and verification of below-grade waterproofing for No-Dollar Limit (NDL) warranty, air and water barrier systems, single-ply and metal panel roofing assemblies, terrace waterproofing, glazed aluminum curtain walls, punched windows, custom curved curtain wall systems, storefront glazing, skylights, metal canopies, sealants and flashing interfaces, and cement plaster, precast and textured exposed architectural concrete, brick veneer, and corrugated metal panel cladding systems. RDH also coordinated and reviewed enclosure testing programs, including field water testing, electronic leak detection, factory quality control reviews, and performance mock-ups for complex enclosure assemblies.

As the building enclosure commissioning (BECx) consultant, RDH documented enclosure performance throughout construction and supported project closeout activities, helping verify that the completed enclosure systems met the owner’s performance requirements for durability, water management, airtightness, and thermal performance.
